Honorable Prime Minister of India and Honorable External Affairs minister, we need your leadership in expediting the Nalanda University Act Amendment Bill in the Parliament, expediting campus construction and Pending appointments.
Eight hundred years after the destruction of Nalanda, former President of India Dr. A.P.J. Abdul Kalam, while addressing the Bihar State Legislative Assembly, in March 2006 mooted the idea of reviving the university.
In January 2007, at the East Asia Summit, the Government of India shared ancient Nalanda revival plan to establish an international, multi-disciplinary university.
It has been six years since nearly 500 acres of land was allocated to the project near to ancient Nalanda University site in Rajgir Bihar, but there has been no real progress on the ground.
Current Nalanda University Act has many flaws, which are holding back the progress of this project and key appointments.
In 2013, Nalanda University Act Amendment bill was introduced in Parliament and it was referred to the Standing Committee on External Affairs by Upper house (Rajya Sabha). The parliamentary panel raised many concerns on certain clauses in the bill including that seats in the governing board should not go to highest bidder.
Recommendations of the parliamentary panel were accepted by government – but it has not been tabled in parliament, so far.
This inordinate delay is holding back the wider international participation & day to day governance of Nalanda International University project.
The promise of the country at the East Asia Summit, “an intellectual resource for the entire continent” is becoming an international embarrassment.
We need government to fulfill this long cherished aspiration of millions in reviving the old glory of Nalanda University.
